Updated Timeline to Quiet Zone Completion


QUIET ZONE UPDATE Schedule as of 2/15/2010

PHASE 1 = 9th, 15th, and 17th Avenue crossings

• Currently waiting for Federal Rail Administration (FRA) approval for Phase 1 of the Quiet Zone – END OF FEBRUARY 2010

• The Portland Bureau of Transportation (PBOT) will submit a Rail Crossing Order application to the Oregon Department of Transportation (ODOT), prior to receipt of FRA approval - WEEK OF FEBRUARY 15, 2010

• ODOT prepares the proposed Rail Crossing Order – MARCH 15 (Assuming receipt of FRA approval by this date and no major design changes required by FRA)

• 20 day comment period – APRIL 5, 2010

• ODOT issues Rail Crossing Order – APRIL 19, 2010

• PBOT sends out a Notice to Proceed to Bureau of Maintenance – MAY 3, 2010

• Work is done by PBOT at three crossings in Phase 1 – MAY- JUNE 2010

• PBOT sends out a Notice of Establishment to the railroads JULY 1, 2010

• FRA gives 21 days for railroads to cease blowing horns, unless there is an emergency at one of the crossings – AUGUST 1, 2010 (worst case)

FUTURE PHASES OF QUIET ZONE: PHASE II = Naito Parkway and the Greenway to the Steel Bridge PHASE III = Nicolai and 21st Avenue Crossings

PHASES I – III = Approximately 2 miles
